Studierendenwerk Hamburg: housing responsibilities

Studierendenwerk Hamburg is a public-law institution. For residents, the key question is which official route handles a particular matter. The wiki therefore does not reproduce an outdated organisation chart or names that can change.

  • Agreement or official decision: residence management or the service named in the letter decides or forwards it.
  • Damage: the portal documents ordinary cases; residence management inspects or handles the matter on site and coordinates a commissioned specialist where required.
  • Escalation: if a serious case remains stuck despite documented attempts to resolve it with residence management, the head of the responsible housing department can be involved as the specialist line-management level. A short, ordinary processing time is not grounds for escalation.
  • Extension: the Accommodation Department assesses; HAA recommends; if the assessments differ, ZA decides. Open the complete route.

Studierendenwerk does more than act as landlord: it also provides advice, study finance, catering and other social services. Its official bodies are the Assembly of Representatives, Supervisory Board and Management Board:

  • The Assembly of Representatives decides on fundamental matters including the constitution and contribution rules, and appoints the Management Board and Supervisory Board.
  • The Supervisory Board monitors economic and financial matters in particular, as well as implementation of the agreed strategy.
  • The Management Board is responsible for operational tasks and prepares strategic decisions.

These bodies are not normally the first contact for an individual housing case. Applications, agreements, damage and extensions use the designated specialist service. The committee structure explains institutional responsibility but does not replace the route for handling your case. 1)

  1. You report it through the designated entry point, such as the online application, tenant portal or residence management.
  2. The responsible specialist service checks the agreement, policy, responsibility and evidence required.
  3. Residence management checks a technical matter on site and involves a specialist where necessary.
  4. HAA or ZA takes part in specially regulated admissions and extension cases.
  5. You receive the binding response through the official case, not through the wiki or an informal statement.

Distinguish your university and Studierendenwerk

Your university may be responsible for your studies, enrolment or exchange programme, for example. It does not automatically decide on a Studierendenwerk tenancy agreement. A combined case may therefore require two separate documents or contact routes.
